A Focus on Meeting Customer Needs

Founded in 2003 by Michael Brown Jr. and Tommy Settle, B&S Site Development, LLC (B&S) is a full-service, privately-held site contractor based in Northern Virginia. Mike and Tommy started small but were able to rapidly grow the business through their relentless attention to detail, their ability to react and adapt to changing site and customer needs, and their emphasis on personalized customer service and attention as a core company value.

B&S was built on quality, timely completion, and growing and fostering an ethical business environment. Both founders remain intimately involved at the company with Mr. Brown running companywide field operations and Mr. Settle overseeing estimating, program management, and back-office operations.

Headquartered just outside of Washington, DC and directly within the data center capital of the world, B&S specializes in large parcel, mission critical site development projects. We have successfully delivered numerous data center pad sites in addition to various other projects such as Local/State/Federal government, DOD, commercial office, warehouse, education, healthcare/life sciences, retail, parking garages/lots, residential, and mixed use, among others.

Christopher Kete (Chris)

Chief Executive Officer
Chris Kete started his professional career as a submarine warfare officer with the U.S. Navy. Upon completion of his military service, Chris held a series of progressively more responsible roles with Fortune 500 constituents such as Cummins Inc. and Meritor Inc. (formerly ArvinMeritor). In 2010, Chris transitioned to the middle market business community where he has held CEO, President, and/or board member roles with several manufacturing and service firms: The Horsburgh & Scott Company, Wastequip, US GreenFiber, NASCENT Technology, B&S Site Development, and Griffin Gear. Chris holds a B.S. in Chemical Engineering from Cornell University and an M.B.A. from Harvard Business School.

Pierre-Luc Chicoine

Chief Financial Officer
Integrity, transparency and result driven. Pierre-Luc is a dedicated and fiscally responsible professional. His approach is to partner with operational teams by delivering insights on key metrics in order to help increase productivity. Further, he is focused on targeting and executing on key strategic initiatives. Pierre-Luc began his career at the largest Canadian construction company (at the time) where he climbed the corporate ladder by developing a track record of driving cost savings measures through a shared services transformation. As CFO implements key controls that provide transparency for the organization and utilizes technology to cut costs and improve efficiency. He has lived and worked around the globe, which has proven to enhance his ability to develop an inclusive and diverse management style. He's a team player who believes in the value of gaining input from all team members in order to achieve the most successful outcome.

Chris Lannin

Executive Vice President
Chris has over 20 years of experience in the development and construction industry in the DMV area. He has held numerous positions for some of the largest developers and site contractors in the area with increasing responsibility. In his role as EVP at B&S, Chris is responsible for Sales, Business Development, Estimating and Project Management. Chris holds both a Bachelor's Degree in Mechanical Engineering, and a Master's Degree in Business Administration, from Virginia Tech. He currently resides in Northern Virginia with his wife Lisa and their three children. In his free time, Chris enjoys spending time with family and friends, the outdoors , tinkering and traveling.

Carl Lechner

Vice President of Business Development
Carl Lechner has led a successful career in sales, business development, and sales management. Since moving to the Northern Virginia area in 2011 from Long Beach, CA he has heavily focused on providing products and services to the commercial real estate and data center markets throughout the US. Carl has built up a strong and diverse network within the local and national data center ecosystem with a wide range of relationships that includes end users, colocation providers, general contractors, consultants, brokers, and numerous related service providers, vendors, and contractors who support the construction and operations of data center and commercial facilities. Carl was born and raised in Maine and is married with two boys. He graduated from California State University at Long Beach and is a former Navy musician. Carl remains active in music, playing drums with a few DC area bands, most notably the DC Alley Cats, which is a data center construction industry band.

Trung Nguyen

Vice President of Project Management
Trung is a veteran of the site development and heavy civil construction industry. He has a proven track record of problem solving and successful management and execution of some of the most challenging and complex projects in the area. He graduated from Virginia Tech with a Civil Engineering Degree in 2000 and has worked for the top site development contractors in the DMV region since. During this time he has built an unmatched network of industry contacts and has built an equally prolific knowledge of the technical and practical aspects of civil construction projects. Outside of work, Trung is an avid golfer and loves spending time with his wife and children.

Mark O'Donnell

Chief Estimator
Mark graduated from Texas A&M University in 1989 with a bachelor's degree in Civil Engineering and has spent his entire career in the construction industry. Starting as an engineer in the field, Mark has progressively moved up the ranks in both the field and office settings gaining a wide range of construction knowledge. Mark's experience includes both estimating and project management for civil projects including but not limited to highway, aviation, commercial, industrial, data center and oil & gas construction. Mark recently relocated from Texas to Northern Virginia to lead the estimating department for B&S Site Development. Mark and his wife enjoy spending their free time exploring the beautiful Washington, DC area.

Company Founders

Michael L. Brown, Jr. (Mike)

Co-Founder
Mike attended Virginia Military Institute (VMI) and graduated with a bachelor’s degree in Civil Engineering in 1997. He served in the U.S. military as an Army officer for several years after graduation. Mike worked as a professional civil engineer for Richmond Engineering and as a project manager for WVS Companies. Mike founded B&S Site Development in 2003 with his partner Tommy Settle. His reputation for getting the job done and keeping the customer happy is a result of discipline in project management and his ability to identify and resolve potential deficits in operational assets. This is evidenced by the vertically integrated sister companies created to support B&S.
Outside of work, Mike spends time tending to his hobby farm alongside his wife and two kids.

Gregory T. Settle (Tommy)

Co-Founder
Tommy attended Virginia Military Institute and graduated with a bachelor’s degree in Civil Engineering in 2002. Tommy interned at Owens & Dove, a site development company, during college. After graduation, Tommy worked for The Anderson Company as a project engineer before co-founding B&S Site Development with Mike Brown in 2003. Tommy’s skill in contract negotiations, estimating and project management has enabled the substantial growth of B&S while controlling costs, particularly overhead.
Tommy and his wife are busy with their 3 children who are all very active in school activities and sports.
